civil service exam is one of the hardest exam in the world... with almost 15 lakh people appearing year to clear uspc you have a higher chance of surviving by jumping from a 10 floor building than to clear the exam of uspc... you are allowed to give the exam within a certain age limit..... only those who are at rock bottom tries to clear the exam... with strong will one can clear the exam... but the duty of the job pays well of with the exam being conducted... so the exam should not be changed... only the best deserves this job....
