Current flows in a circuit when the circuit is complete or when it is a closed circuit. Current can not flow in an open circuit because in open circuit, the electrons can not travel from the negative terminal to the positive terminal. Current flows in the opposite direction in a circuit, i.e., from positive terminal to the negative terminal of the power source. So, if the key is not closed then the circuit is incomplete and current can't flow. Current will only flow when the key is closed.
