The circulatory system of a fetus works differently from that of born baby, mainly because the lungs are not in use; fetus obtains oxygen and nutrients from the mother through the placenta and the Umbilical cord.

Let me elaborate :-
The most profound change at birth is first breath of a baby.At this point, a baby's lungs, which were filled with fluid during pregnancy, must suddenly fill with oxygen from the air.

The fluid in the lungs is removed through the blood and lymph system and is replaced by the air.

A baby's lungs must be able to exchange oxygen for carbondioxide . The first few breath after the birth may be the most difficult breaths a baby will take for rest of the life.

There are a couple of things that will stimulate a baby to take her first breath.Hormonal and other changes during labor slow down or stop the production of fluid in the lungs and may initiate the reabsorption of fluid from the lungs.

So fetus doesn't breath inside the womb.It gets oxygen from mother's blood through the Umbilical cord and does breath after taking birth.
