Does the mechanism of enzyme stop completely when competitive inhibition takes place?

no if the conc. of inhibitors is more than substrates then the active site gets bound with inhibitors thereby the enzyme function is inhibited. so if the conc. is neutral then the enzyme activity will be 50%
