Yes, the rays do penetrate. But because of the ozone layer the penetration is much less than it should be.
Now, because of the excess usage of CFC gas, the ozone layer is getting affected and as we all know, "Ozone hole" is being created. So, the harmful UV ray is reaching the earth through the hole.
UV-B is the one of the most harmful rays coming into the earth from Sun. It creates skin cancer, sun-burn in heavy amount.
But the usage of CFC gases is getting controlled as human being is now much careful about the depletion of Ozone layer in stratosphere.
