In reality, oxygen won't form double bonds with Xe in XeO3 because oxygen is much more electronegative than Xe. Also Xe already has a full octet and cannot easily add electrons to the d orbitals. However, it is a valid Lewis structure to draw the double bonds between the xenon and each oxygen since it reduces the formal charge on every atom to zero. Xe is only three elements away from the filling of the first 5d orbital (La), so the 5d subshell is quite close in energy and very accessible for hybridization.
