Yes , this statement is correct ..
Because ,at the time of an earthquake, no one knows , what would be the further intensity of the earth quake, and , if the intensity is high ..then there is a chance of breaking the chain which handles the elevator , thus leading to loss of life ..

At the time of earthquake ,no one knows,the further intensity of earthquake,and if the intensity is high the  chain can break that handles the lift.And the lift can fall . We must not take such type of risk,that can laid to death. So we must not use.............
