Doping materials are called impurities because they are added to a very pure intrinsic semiconductor material to improve its electrical properties. The doping material improves carrier concentration.

Group III atoms have one missing electron in their valence shell. When added to a semiconductor, after doping with group III atoms, it is called p-type material with high hole concentration.  

Group V atoms have one extra electron in their valence shell. When added to a semiconductor, after doping with group V atoms, it is called n-type material with high electron concentration.
