You are confused with weak and dilute acid and strong and concentrated acid.

dilute acid is an acid which have more percentage of water in it.

weak and dilute are two different things.
Organic acids are weak because they have less H+ ions in it.
Mineral acids are strong acid and have more H+ ions in it.
And we also say that dil. HCl is stronger than conc. acetic acid.
concentration has nothing to do with the strength of the acid.
