Sail is a sheet of strong cloth which the wind blows against to make a boat or ship travel through water. In ancient times, when there were no engines, boats and and ships used sails to travel through water. Even in modern times, sails are used on boats, yachts, etc.
'The sails dropped down' in the stanza means the sails hung loosely in the absence of wind. Since the ship did not get any push from the wind, it stopped moving.
