by the advise of the president he can accodomate in the rajya sabha and he can be elected as prime minister

Dr. Manmohan Singh was part of the Rajya Sabha. The President can also choose/accommodate a member from Lok Sabha or Rajya Sabha. So this is how Manmoha Singh was appointed Prime Minister Of India.
