Construct a circle of radius 4cm.

P is a point 7cm away from the centre of the circle.

Join OP.

Draw perpendicular bisector of OP which intersects OP at M.

Taking M as centre and OM as radius draw a circle which intersects the circle C

11 at A and B.

Join PA and PB.

On measuring we find PA=PB=7.7cm.

Hence PA and PB are required tangents.
