Draw line PQ.

Take any point B on PQ.

Take any point A above PQ.

Join AB.

With B as the centre draw an arc cutting PQ at D and AB at C.

With A as the centre draw an arc cutting AB at E and MN at F.

Measure CD using compass and with same radius and centre E draw an arc cutting EF.

Join the point cutting EF and A to produce line MN parallel to PQ.
