First Step Draw a Straight Line using Ruler Let one end be Pt. A.
Measure 6.4 cm on compass and Draw an Arc such that it Intersects The Line at B. AB=6.4 cm
Now,Measure the compass More than 1/2 of Line length i.e It should be more than 3.2 cm.
Draw an Arc From A above and below the Line 
Draw an Arc From B above and below the Line such that they intersect the Arc drawn from A.
Now Join the Intersection pts using Ruler 
It will Bisect the AB line into Equal parts
