Draw perpendicular from P and Q . After the perpendicular the line segment gets divided into 2 equal parts.now mark that centre (point that divided the line into two halves )as point S. Now from point P and S draw one more perpendicular which will divide that half into two equal halves.and from points S and Q draw perpendicular .hence the line segment PQ is divided into four equal halves.

steps of construction:
1.Draw a line PQ 8.4 cm.
2. Draw perpendicular bisector of PQ. Which interest PQ at O 
3. Then draw  perpendicular bisector of PO and QO. Where they intersect PQ     name that point as A and B respectively.
4.PA, AO, OB, BQ are the 4 equal parts.
