To Find :  draw a line parallel to XY passing through O

Solution:

Step 1 :  Draw a line  segment XY

Step 2 :  take a  point  O out side

Step 3 :  Take a point  Z on on XY

Step 4 : Join OZ  and draw ray OA

Step 5    Using suitable compass width and taking Z as center draw an arc intersecting ZO at M and ZY at  N

Step 6 : Keeping compass width same and taking O as center draw an arc such that it intersect OA  at  P  

Step 7 : take compass width = MN  and  taking P as as center intersect the arc drawn in previous step at  Q

Step 8 : Draw a line segment CD passing through O & Q
