We know according to law of refraction, " when a ray of light travels from denser medium to rare medium, light moves away from the normal of the surface." I mean, incident angle is less than refraction angle.

[ incident angle is the angle between incident ray and normal line . Refraction angle is the angle between refracted Ray and normal]

Here , a rough daigram is shown in figure. Water is denser medium and air is rare medium . So when a ray of light moves from water to air , ray moves away from the normal as shown in figure.
