1)Draw a straight line using a ruler.
2)At the extreme left end of the line place the pointer of your compass and draw an arc such that the arc intersects your line
3) Keep the pointer of your compass on the point of intersection of the arc and the straight line and draw another arc without changing the radius and cut the previously drawn arc.
4)Now join the extreme left end of the line and the point of intersection of the two arcs.
5) This will give your required line which makes an angle of 60 degrees.
