Here are the steps !
1) Put your pencil inside your compass.
2) now open compass taking its needle at point "0" on scale and open it upto "3.5" cm.
3) Draw the circle.
4) Now with the same center, repeat the step 2nd( this tym opening compass upto radius 3cm) draw the cirle.
5) Mark the point(s).
