Draw two circle of radii 5.5cm and 3.5cm which are 8cm apart from their centres .Now from the centre of the bigger circle construct a pair of tangent to the smaller circle.

FIRST DRAW A CIRCLE RADIUS OF 5.5
THEN FROM ITS CENTRE DRAW 8 CM LINE SEGMENT AND MARK AS OP
KEEP THE COMPASS ON P AND DRAW A CIRCLE OF RADIUS 3.5CM
THEN KEEP THE COMPASS ON O AND DRAW THE PERPENDICULAR BISECTOR AND JOIN THEM
YOU GET TO NOTICE THE LINE INTERSECTING OP MARK THAT POINT AS M
THEN MEASURE PM BY KEEPING THE POINTED PART ON M AND PENCIL PART ON P
WITH THE Same measure KEEP THE COMPASS ON M AND DRAW CIRCLE THE CIRCLE WILL PASS THROUGH O AND P
WHEN YOU DRAW THIS NEW CIRCLE, THIS CIRCLE TOUCH THE OTHER TWO CIRCLE IN ANY [OINT FRM THAT POINTS JOINT TO P AND O RESPECTIVELY
