STEPS OF CONSTRUCTION:

1.Draw a line segment AB =  9 CM
2. Draw a circle with Centre O and radius 5 cm and the circle with Centre B and radius 3 cm.
3. Now bisect AB. Let O be the midpoint of AB.
4. Take O as Centre and AO  as radius and draw a dotted circle which intersects the two given circles at N, Q, M and P.
5. Join AN, AQ,BM and BP. These are the required tangents to each circle from the centre of the Other circle.

➡ Step of construction ⬇⬇

✏ Draw a line segment of measure 9cm and name it as AB.

✏ From point A draw a circle of radius 5 cm and from point B draw a circle of radius 3 cm.

✏ Now, bisect the line segment AB by taking an arc of measure more than half of AB from both point A and B. And the it as P where the bisector line interact AB.

✏ Draw another circle taking center P and of radius of AP.

✏ Draw tangent BM and BN from point B and tangent AT and AR from point A.

Thanks ^-^
