Dry ammonia gas has no action on litmus paper but a solution of ammonia in water red litmus paper blue. why is it so?

litmus paper needs ions to change its colour .
in case of dry ammonia ions are not present but in case of soln. of ammonia NH4OH hydroxyl ions are present to change colour of ammonia from red to blue.
