dry ammonia gas has no action on litmus paper but a solution of amona in water turns red litmus paper blue.

This is because Dry ammonia lack H+ ion which gives acidic character but when ammonia is dissolved in water H+ion comes in free state thereby giving acidic character....

Answer: NH4OH is formed which is a base and it contains NH4+ ion and OH- ion.  Since basic ion is present, it changes the red litmus paper blue.

Explanation:

NH3 doesn’t have any ion, so it is unable to change the color of litmus. So, when NH3 reacts with water it forms NH4OH.
