Dry ammonia gas has no action on litmus paper, but a solution of ammonia in water turns red litmus paper into blue. Why is it so?

Dry ammonia gas lacks OH ions because of which it does not change the colour of the Litmus Paper but Ammonia solution change the colour of the treatment Litmus Paper into blue because it changes into ions which makes it basic
