Dry NH3 has no action on litmus, what a solution of ammonia in water turned red litmus paper blue why is it so?

NH3 is basic in nature, but litmus paper needs ions to change its color. When NH3 reacts with water, NH4OH is formed which is a base and contains NH4+ and OH− ions. Hence, the red litmus turns blue.
