It happens so because chemical reactions are "defined" as those which involve transfer of electrons so of course only electron will be transfered in a chemical reaction.
Other than that,in normal situations the reactants(non-radioactive) require a lot of energy for any change in the nuclei.Therefore it is not practically feasible in normal situations as well.
