Metals are recovered at cathode because at the anode oxidation happens and the metallic (metal to be deposited at cathode) ions are formed which are positively charged i.e; cations which gets attracted by negative electrode i.e; cathode and thus metals are recovered at cathode.
NOTE: The metallic ions come from the electrolyte made up of that metallic compound which has to be deposited at the cathode.
