because in water there is one mole of O2 and 2moles of H2.As the formula indicates as H2O it contains 2 moles of hydrogen and one mole of oxygen.So,the volume of gas collected at one electrode is double of the other.

a ) . Hydrogen gas collected at cathode. And oxygen gas gas collect at anode.

b ) . We know that in water there is 2 hydrogen atom and 1 oxygen atom. That's why volume of gas collected at one electrode double than the other.
