Fizzing in the reaction is due to evolution of hydrogen gas by the action of metal on acid.

In test tube A:

Mg+2HCL=MgCl2+H2

In test tube B:

Mg+CH3COOH=(CH3COO)2Mg+H2

Since,hydrochloric acid is a strong acid and acetic acid is a week acid, so evolution of hydrogen gas occurs more readily in case of HCL
