A magnetic needle points in the north south direction because of the magnetic field of the earth or rather the horizontal component of the earth's magnetic field. A neutral point is point near a given magnet, where the magnetic field due to the magnet is equal and opposite to the horizontal component of the earth's magnetic field, so that the net/resultant magnetic field at that point becomes zero. This point is called a neutral point. At the neutral point the magnetic needle will not point in any particular direction but will rotate if you move a soft iron needle over it.
