             E-Governance as an effective tool to curb Corruption: Against the Motion

 

Good morning present everyone. I stand before you to express my views against the motion. I agree corruption, inefficiency, procrastination, dispatching of public service applications, redressal complaints, etc. are the banes of Indian democracy. These problems are the most detrimental forces to the national progress and prosperity. India was placed at 76th position out of 168 countries with a score of 38 out of a possible 100 in Transparency International's Corruption Perceptions Index 2015.


I also agree with the anguish of people concerning corruption is rising, so are the protests against this evil. The central as well as state governments have been under the pressure of implementing some anti-corruption strategies. However, E-governance or Electronic-governance is not the only measure that will help reduce corruption and increase the efficiency of the services provided by government.


After all the ICT tools used in E-governance are also vulnerable to doctoring, tampering, etc. Those operating them can misuse these tools to their own selfish advantages.   


I agree the proper incorporation of E-governance will make things and situation better; but do we have the costly and elaborate infrastructure and technological expertise to run e-governance? The IT revolution is just at nascent stage; in such a scenario talking of e-governance is sheer stupidity.


Our government will have to spend billions of rupees to create state-of-the-art infrastructure to facilitate e-governance, which will take a long time. Besides, a majority of Indians lives in villages, where the computer and digital literacy is unheard of thing, do you expect these illiterate Indians to avail all the benefits of e-governance?


In the present condition the e-governance benefits are being availed by the privileged and rich class. Will you call it fair when the poor and underprivileged people of India are far from being able to afford e-governance facilities? E-governance will be feasible only if we succeed in eradicating basic poverty, illiteracy, unemployment and general backwardness. Until then, it is only a dream that will ever remain a dream.
