I think True.

Reason: Measurable means a requirement should be defined with some visible outcome for input. In other words deliverable.  
While it should be in position to get tested.  Based on the test cases for a particular requirement, it should meet the expected outcome.  Thus to verify a requirement, you need this two aspects.  

If anyone denies or say False to this answer, he should give proper logic, not theory otherwise he/she lives in utopia.
