Let perimeter of original rectangle be P1
Perimeter of resulting rectangle be P2
P1=2(l+b)
P2=2(2l+2b)

So,
P1/P2=2(l+b)/4(l+b)=2/4=1/2
P1:P2=1:2
Area A1=lb
Area A2=4lb
A2=4A1
