This is a great example of "activity vs productivity". Many people equate action to results - mainly because they feel they are doing something about it, regardless of what potential impact it has on the result. It reduces their stress - because it makes them feel more in control. Sometimes they are right, sometimes they are not. Each time they are right, encourages similar behavior in future.
The other reason that creates the very stress they are trying to get relief from is the increasing expectation for instant gratification, it being a real time, digital world. No one learns to wait for anything - everything seems to available on a click. But the real world has a different pace. That difference causes stress - and much of the resultant seemingly non productive activity for someone who is not experiencing that stress.
