It also makes a critical assessment of the national education policy space in India in the past two decades. The paper finds that Delhi is the top performing state in public education across the country, and describes the various policy initiatives and reforms introduced over the years by the state government to improve the quality of public education. The paper highlights the role of governance in nurturing public education, and makes a case for the best institutional practices that can be adopted to transform public education in India.
