effect happens when a light is incident on a surface with two varying densities

When light moves from a denser medium to a rarer medium it bends away from the normal while if it moves from a rarer medium to a denser medium it bends towards the normal.However if the ray of light is incident perpendicular on the surface separating the 2 media it passes undeviated
