Hey dude... Shear strength of soils increases with increase in negative pore water pressure. Now, if PWP is negative, ES will increase and in turn shear strength will also increase.Now when tide water reaches this location, capillary tension, along with negative PWP, will vanish and as such shear strength will be reduced.
