Election Commission works independently like the judiciary. It doesn't need to take the government's permission to facilitate. The Election Commission ensures that the candidates follow a certain number of norms/guidelines to contest in an election. They will also have to follow the Model Code Of Conduct. To add on, it is necessary that the candidates have an educational qualification and also are free of charges on a certain criminal case.
