in first shells we kept only 2
in second shell we kept only 8 no.
in third shell we kept only 8no.
in forth shell we kept only 18 no.
in fifth shell we kept only 18 atomic no.

The electronic theory of valency was originated by Kossel and Lewis (1916) independently and applied by Langmuir (1919). According to this theory, every element has a tendency to occupy inert electronicconfiguration of the nearest inert gas, because it is considered as the most stable configuration (stable octet).
