Flouine will make co valent bond with the element of atomic no 7( as it is non metal and flourine is also non metal)

Flourine will make ionic bond with the element of atomic no 12( as at no 12 is metal and cl is non metal)

Non metal + Non metal= covalent bond

Metal + Non metal= ionic bond.
