Carbon has tetra valency... It has 4 electrons in its outer most shell... So it is not either in the state to gain electrons or to lose electrons.... Carbon forms covalent bonds with other elements like carbon tetra chloride... Carbon Compounds are poor conductors of electricity as they do not allow electricity to pass through them but it's allotrope carbon conducts
