Valency depends upon the no. of atoms present in a valence shell of the electron.
If valence electrons in an element is between 1 to 4 then valency is equal to the no. of valence electrons. If valence electrons are between 5 to 8 then valency = 8 - (no. of valence electron)
There is only on electron in the outermost shell of group 1 electron. Hence it's valency is one.
In group 17, the no.of valence electrons is 7. Hence it's valency will be 8 - 7 = 1.
Therefore both group 1 and group 17 elements have valency 1.
