Cc- carbon copy

Means all the people you send the file the Id of other user will be visible who got the same file whereas in bcc- which is blind carbon copy keeps info. Private.

To refers to the address of recipient of mail.

Cc (carbon copy) is referred when mail is copied/sent to two or more recipients. Recipients can see to whom also that mail is sent.
