Suppose a mother is Indian and is educated and she talks in English at her home and if she is having a new borned baby so since baby speaks their mother tongue language that baby will have a fluent English seeing that mother her family members will also try to speak. by this we can say emphasis should be on educating women as they in turn would educate the whole family.
