Factors determining vulnerability are :

Poverty:

Widening gap between rich and poor, rural and urban incomes and disparity in living standards is witnessed in flood plains of developing countries.  

Landowners with marginal, degraded land, frequent flooding can decrease returns from cultivating land, and reducing food security.  

Livelihoods :

Principal livelihoods of communities living in rural flood plains are primarily farming and fishing.  

Consistent floods threats their stability of livelihoods owing to loss of farm products or limited access to markets for products in absence of plenty transport framework.  

Cultural beliefs :

Little cultural beliefs and fatalistic attitudes contribute to community’s vulnerability.  

In some societies, natural disasters are considered acts of God and taken as if nothing human beings could do to prevent hazards changing to disasters.

Equity:

Unequal distribution of resources and access to human rights leads to conflicts and discontent and in turn deterioration of social systems.
