Epidermal tissues have a waxy coating of cutin that prevents water loss.. it is said that epidermal cells also absorb water. how can they carry out absorption inspite of the presence of waxy coating?

I don't think that epidermal cells are able to absorb water, if they were able to then stomata were not necessary, the epidermal cells would directly exchange the gases
