we know that hydrochloric acid is a strong acid where is acetic acid is a weak acid. therefore hydrochloric acid has a large concentration of hydrogen ions. therefore fizzing will occur more vigorously in test tube am as fizzing is due to evolution of hydrogen gas formed by the reaction of hydrogen ions with magnesium ribbon
Mg (s) + 2H(aq) = Mg (aq) + H2(g)
