Answer:

Five pillars of Clean Green Pakistan

The campaign design involves five pillars:

Safe drinking water

Solid waste management

Total sanitation and hygiene promotion

Liquid waste management

Tree plantation.

In Pakistan, the provincial governments have complete autonomy to plan and execute WASH services. As the campaign focus on all aspects of WASH, CGP provides an opportunity to improve the quality and sustainability of services. CGP will gradually become in a position to introduce standards and enable governments to introduce new legislation and regulations. This opportunity will help Pakistan to enhance WASH coverage to safely managed services over a longer period of time.

Explanation:

Clean Green Pakistan (CGP) is a flagship five-year campaign of the Prime Minister of Pakistan, Mr Imran Khan. Under this campaign, the government aims to implement activities first in Islamabad and then trigger similar actions at the provincial level. WaterAid Pakistan is providing communication and campaigning technical assistance to the government for clean components (waste management and WASH). WaterAid Pakistan also supported in establishing CGP secretariat in the Ministry of Climate Change and hired a CGP Manager for coordination between WaterAid and the ministry, to roll out the implementation and to expand partnerships with the private sector.

WaterAid's role in the campaign and what we aim to achieve

WaterAid provided input into the initial framework of the campaign and is now assisting the government in strategising and broadening the base of the supporters and financiers by bringing more partners from both the private sector and civil society organisations - having complementing mandates and objectives. We want this campaign to take root at the federal level and spread to the rest of the country through replicable models of behaviour change and access to water and sanitation, as the major driver for everyone, everywhere by 2030.

Our political asks (expectations) from the campaign

Broadly we are expecting three things from the campaign:

Develop comprehensive behaviour centred strategy for the campaign and get it implemented across the country by fostering partnerships and using all available governmental channels.

Introduce or implement legislation/regulations associated with each clean component to accelerate and sustain the achievement of SDG 6.

Strengthen the institutions and allocate appropriate resources at each level of governance to make Pakistan as an ODF country, substantial improvement in hygiene behaviours and clear plans to address the issue of water quality and accessibility.

Key activities and progress assessment

Support the focal ministry for the development of the overall strategy and five-year roadmap.

Provide communication and campaigning support for three campaigns (the plastic ban, No Littering and Water Conservation) in Islamabad territory citizens, university campuses and school children.

Support the development of WASH models in Islamabad and advocacy for replication at federal and provincial levels.

Implement activity-based training of school children on WASH behaviours in Islamabad which also compliment delivery of new school curriculum that WaterAid has supported.

Implement the Clean Green campus campaign in ten universities of Islamabad.
