Well, this brings me to an old saying: "Knowledge is Power."

Not always true, but knowledge is one of the prime factors in politics. A good series to refer to to find out more would be Game of Thrones (I love that series!). Also, if you take other references, Chanakya is one of many great Indian politicians who united Indian rulers and kingdoms under his King, Chandragupta, ancient politics was most likely similar.

If not during, while establishing British rule, Britishers used cunning to turn Indian rulers against themselves. Congress has ruled for over 60 years, so obviously, they have had more political power than any other party. But the congress hasn't exactly been able to do everything they wanted to do either. In a democracy, what is power? The support of the people, obviously, and to maintain the support of the people, what do you need to do? Help them, the whole 'Hearts and Minds campaign'. So, the Congress had an amount of power, but to keep it, they hadto help the people, or at least seem to help the people. So, they created fake projects, anything that seems to uplift the people from their general misery. Their plan, however, was simply to put in government money into a project, and then keep taking out some money from it, and mark those extracts as some expenses which were actually unnecessary. These are called scams when they get out, but there would still be no problem if the government kept these to themselves. But there is an opposition, made of BJP members, and when these got out... Suffice to say BJP won a few elections.

So, politics is quite complicated. And intelligence is also quite important in politics, even nowadays. Especiallynowadays.
