There is no any least temperature in which the evaporation takes place. Even the water at 0°C will slowly start to evaporate. When the water is below is melting point, that is in ice form, evaporation cannot take place as it is conversion of liquid to gas. But the ice below 0°C slowly sublimes into gaseous form. If your live in a cold region, your will find the ice getting vanished along time.
